Are speed limit decreases necessary around Christmas?

It happens every year on the 1st of December or better known as the start to the "Silly season", The time of the year when law enforcement buckles down to try "save lives" and keep drivers safe.. But is it all necessary? and does it actually end up causing more problems than not changing the limit?
I am going to say that I am no professional when it comes to law enforcement, but I am a normal everyday driver who has been through enough Decembers to have an opinion on the matter.
From my personal experience I have noticed the following during the speed limit lower limits.
- Drivers are to afraid to get tickets that they drive slower than the proposed limit.
- Drivers slam their breaks on twice as hard when spotting the police.
- I spend twice as much time checking my speedometer rather than checking road.
- I notice more dangerous overtaking.
These are only a few of the things i have noticed, if you have noticed them as well then maybe it is time to change? comment a better solution to the issue and maybe it will get picked up?
So im curious as to what everyone thinks! Do you believe the speed limit changes help reduce the crash rates?
